SUMMARY:LAFCo Meeting - August 10\, 2026
DESCRIPTION:Regular Local Agency Formation Commission (LAFCo) meetings are held on the first Thursday of each month at 9:00 a.m. at the Oroville City Council Chambers\, located at 1735 Montgomery Street\, Oroville\, CA\, 95965. \n\n\n\nThe agenda for this meeting includes items that directly affect Oroville\, such as: \n\n\n\n\nOro Verde Municipal Utility Initiative\n\nThe City of Oroville continues to explore formation of a municipally owned electric utility\, referred to as “OroVerde.” At its November 4\, 2025 meeting\, the City Council adopted a resolution authorizing formation of the utility and directing staff to evaluate and implement the program\, initially intended to serve select industrial users within the city limits. (UPDATE!) According to a staff report presented at the City Council’s July 21\, 2026 meeting\, the feasibility analyses by NewGen Solutions determined that a traditional municipal electric utility\, whether using existing Pacific Gas and Electric infrastructure or a newly constructed parallel distribution system\, is not financially feasible under current market and regulatory conditions\, and that a City operated Community Choice Aggregation model would not yield savings beyond those already available through Pioneer Community Energy. Staff is now working with an energy provider and project developer to evaluate an alternative off grid energy system serving future greenfield development\, and will return to the Council with recommendations as the concept develops.\n\n\n\n\n\nCity of Oroville Annexation Plan\n\nThe City of Oroville continues to advance its annexation strategy and is prioritizing the annexation of the Lincoln Ophir study area. The City requested LAFCO feedback on its draft report for the item\, and LAFCO staff provided substantial comment expressing concerns over the timing of the annexation and the inadequacy of the CEQA determination. The City subsequently pulled the item from the June 25\, 2026 Planning Commission agenda. (UPDATE!) The Lincoln Ophir annexation has been placed on hold to allow the City to complete a comprehensive CEQA document for the proposal. Staff will continue to coordinate with the City as the project moves forward.\n\n\n\n\n\nCity of Oroville SOI Policy Update\n\nAt its July 2\, 2026 meeting\, the Commission directed staff to draft Sphere of Influence policies for the City of Oroville that would pair Disadvantaged Unincorporated Community (DUC) neighborhoods with fiscally positive neighborhoods. In response\, staff has begun drafting an addendum to the 2024 Municipal Service Review for the City that would inform and support this action. Staff met with City of Oroville staff on July 14\, 2026 to discuss the timeline for this effort and will continue to coordinate with the City as the work progresses.\n\n\n\n\n\nOroville Area Sewer Agencies\n\nLAFCO adopted the Water and Wastewater Service Providers – Oroville Area MSR in May 2023\, evaluating the four wastewater agencies in the Oroville area. In July 2024\, the Butte County Grand Jury issued a report on similar issues. At its December 5\, 2024 meeting\, the Commission directed staff to: (1) ask the County to resume implementing the 2006 Master Cooperative Environmental Review Agreement; (2) work with the County\, City of Oroville\, and sewer agencies to update the Agreement to include the City; and (3) collaborate with the JPA/SCOR to expand its management role and improve coordination. The overall goal of this effort is to improve the housing production process in the Oroville area while identifying opportunities for better coordination among the involved agencies. Following a January 2025 meeting with the County Administrative Officer\, the Agreement was reinstated\, and review procedures resumed. A March 2025 meeting facilitated by LAFCO staff resulted in a commitment by Butte County Planning and the sewer agencies to meet monthly. LAFCO staff remains willing to participate once meetings are scheduled.\n\n\n\n\n\n\nThe agency’s Meetings/Agendas page links to additional documents that you might find useful for this meeting. \n\n\n\nPlease feel free to attend\, if possible.
